my computer is stuck on a screen that says window root\system32\hal.d11

my other computer is stuck on this message and I have turned it off and on and it comes right back to this message what do I do....

what does ' delivery manager has encountered a problem and needs to close' mean?

On startup the above mesage appears. Several of my programmes will not open and computer runs slow. How do I resolve this?
