Hello there ! svc hosts are main processes of the operating system which controll and direct (host) services(svcs) - some system, some internet. Each group of services has itīs own, has to have itīs own. Since I presuppose you didnīt stop any processes, I have to say, you need to reinstall your operating system to fix your problem. Sorry.
