have tried to reinstall windows, changed boot order to cdrom first, but still comes up with errror message bootmgr is missing,.....

Maybe you have to press a key to boot from CD?

Is this a Windows cd or a recovery cd from compaq?

And I would double check the bios first if the drive to boot from is correct (even if checked once)
