CPU Overheating Error

My computer is shutting down after about 15 seconds. After it shuts down, ill attempt to turn it back on and it will give me a black screen after only about 3 seconds saying "CPU overheating Error" and then it shuts back down again. I've cleaned my PC, Checked all fans, and removed and reapplied artic silver thermal paste on my CPU. I am still experiencing the problem. What else could the problem be???
