To solve annoying Windows errors, you might want to try a Windows Registry Check. In most cases, optimizing the Windows registry will speed up your Windows.
at least I didn't hear of it yet. But maybe there is a program that lets you start and quit a defined program - I am quite sure, Outlook itself doesn't offer that feature...
