Enter Question here: I cannot unlock the taskbar to show my quickstart menu

My comp won't let me unlock my taskbar so that I can see my quickstart menu. I also can't see any recently opened programs when I click on START. Running Vista HP

What happens when you try to unlock it? Should be in the taskbar settings (right click on a free taskbar part)
