But he speaks German and he finds it hard to work with an English keyboard (http://www.computerhilfen.com/explanation-k-Keyboard.html) layout. What can I do?

This should work with an american windows (http://www.computerhilfen.com/explanation-w-Windows.html) version also, just take a look at our german tip for changing the keyboard (http://www.computerhilfen.com/explanation-k-Keyboard.html) layout:

Applicable for you is probably going to start -> control panel -> regional and language options -> languages -> details and put it there to German.
